Alternative to Reputation

I was thinking about the rep system and how ridiculously broke it is and I'm not sure if the new Cookies system will be much better.

My alternative idea is under every persons avatar you can click a button that says something similar to reputation and it allows you to rate the person from 1-10. An average is then calculated out of everyone who has voted and is displayed underneath their avatars. You can change the rating of any person at any time and I think it would give a good reflection of who's behaving and who isn't.
