I can raid/pvp competetivley in gear that looks like full T5 rogue?

Do i need to collect the parts of the set needed?

You need to already own the gear that you want to make your new kit look like - so yes, you'll need to own the T5 set if you want to make your current raid gear look like the T5 set

I believe so.
As I understand it, what it does is change the "look" of one item for another - so if you want to wander around in T2 gear you can with all the buffed up goodness of T11 (for example) but you have to actually own both sets.
The new special (pay for) bank also means you can keep all that T11 gear but without taking up normal bank/bag space.

I actually think this is a good idea as it means people can start to look a bit more "individual". I don't believe it's limited to tier gear only but items that have stats on them. This allows you to mix up gear you like to create your own look.

In general, only items that have stats can be used in the transmogrification process. You must also be able to wear both items when using this service.
Similarly, they won’t allow you to change weapon or armor types. Sneaky death knights can’t make that breastplate look like a cloth robe, and you can’t make a one-handed axe look like a two-handed axe, or transform a sword’s appearance into that of a mace. Guns, bows, and crossbows will be the exception to this rule. You will finally be able to retain your dwarf’s racial gun bonus while appearing with all the splendor and elegance of a bow wielder (or at least the relative silence of one).

Its probably copied from Aion, a game which after trying a few weeks ago, i found that even though i havent played wow in 2011, wow is massively superior.

Plenty of games had cosmetic options long before Aion. LotRO for one.
