Maybe countries changed teams? new units invented as time goes on?
Then reset it every 5 years declaring the winner

Sounds to me like it might have a Planetside-esque model, where the different factions will have different territories and the battles that take place in those territories will ultimately determine who wins the war for that "day."
Also the mention of the character development seems to indicate that you will have some kind of special unit which you can upgrade and keep persistently from battle to battle, allowing you access to new abilities/buildings/units etc based on your unit's stats.
Sounds like a damned interesting concept... but still its an RTS and I have lost my interest in RTS games recently
