I doubt I'll work much at keeping this up to date, but I was interested in the results so I've done a quick bit of investigating into who has all the cookies and who is most cookie generous. Here's what I've found:

To be on the first list, you must have at least 30 cookies. To be on the second, you must have given at least 25 cookies.
The highest cookie title so far attained is:
"thatbloke is known for their love of cookies"
... though he's not far from opening up another one.
Good news about this mechanism is that it no longer has the run-away inflation that Rep used to have and the tone is much much much better all round. Thank you to all for giving out cookie love. We love cookies.
PS - Unlike non-Admins, I can give out more than 2 cookies a day, so it's fairly inevitable that I'll always top the "most generous cookie giver" table. Credit to SwampFae for a seriously good effort, though!
