They need to pause game time when the server is offline, period. That's the only way to fix this sort of thing.

Players try an exploit, get caught, CCP reverse their actions, with a clarification that doing such a thing is considered an exploit.

People can bitch and moan all they like but CCP have done the right thing here.

i completely agree. however onlining towers over dt is still pretty common and - to my knowledge - unpunished.

what D said would be the best solution; gaining ANY progress for onlining anything over dt is an unfair advantage

Well the seemingly easy fix here is to make it so that the timer only ticks while the server is online

A pos tower onlining although a pain doesn't really create the same issue as onlineing a tcu. Also, normal downtime doesn't effect a TCU as it's only 20 minutes out of 8.

Stopping gameticks during normal downtime would be a massive headache for calculating skill times and queues as the downtime length is variable (for players i'm talking here). Extended downtime is a bit different however and I agree CCP should take a look into stopping gameticks for the duration of a towntime > X. Where x is about 2 hours or so

just because something doesn't benefit as much from an exploit doesn't mean it should be allowed.
in my opinion whether it's a POS or TCU or whatever, they should not get any amount of invulnerable onlinining progress over DT, as the whole point is that you are meant to be vulnerable and interuptable during the onlining, correct?.

i don't know if D was referring to everything pausing over DT or just onlining and other stuff that benefits from being done over DT, but skill training and indy jobs are fine over DT imo.

If the server is down for 12 hours and I'm running jobs in a POS, that's 12 hours it can't be attacked.

yes but POS that would be attacked because they are building stuff are usually supercap POS, and given you're looking at around a month build time 12 hours isn't really going to make a huge amount of difference there

Even when CCP can't seem to keep the server running for more than two hours at a time? Over the course of a few weeks?
