I have had a look at this application.
Turns out that there are numerous faults with it that tends to cause it to hang up, eat more memory than it needs, not do it's job properly, alter certain settings in Windows that it then locks to those settings. The uninstaller itself is also faulty as it has a tendency to not remove everything it should and/or reset the things it took over, such as firewall settings, etc.
So yes. Safe Mode is the way to go.
Should things still not be quite back to normal when you have uninstalled it, I would suggest TuneUp Utilities as the next step.
