What that probably means is that the file you're trying to use is too big. The general concessus, which I don't agree with for the record, is that avatars need to be small and plain. Make sure you're image is within the following bounds and you should be good. If it is and you're still having the issue send a private message to Ronin Storm.

The maximum size of your custom image is 80 by 80 pixels or 19.5 KB (whichever is smaller).

Check the size, yes, but I bet it's based on the fact that your account isn't verified yet. You need to click on the link in the email the forums send you to verify.
