Honestly, it's just like a tangential Facebook, circa '06. It's nothing overly special, but I am enjoying the integration with other Google based offerings.

Is this going to be the new version of the MySpace -> Facebook thing of a few years ago, where steadily everyone shifts over to a better system and everything is redefined?

I'm not really one for social networking at all, but I do tend to take interest when Google decides to one-up someone :)

I can see it being more like a sidegrade, in the same way people run a Twitter account as well as a Facebook account. Google+ doesn't let you post to walls like Myspace/Facebook/Bebo etc. Instead, you group people into circles, and can then specify which circles see which of your updates/pictures.
You can also follow people you don't personally know, and unlike FB you don't request friendships, you just add people to circles, and it notifies them when you do so. In this way it's more like Twitter - but with the ability to filter content to set groups you can define.
Also, integration with everything Google is super useful for those of us with Gmail accounts/Android phones etc.

Tl;dr: It's the tits, but not necessarily a direct competitor to anything currently out there.
