Graphics issues.

A couple days ago my PC started being a bit funky when booting, after the windows loading bar the screen would stay black and nothing happened, after many reboots and trips into safe-mode I figured I had sorted it out. To my dismay, it just started happening again.
After uninstalling the ATi drivers and rebooting, device manager refuses to detect the graphics card as anything other than "Video Controller" under "Other Devices", and it still doesn't get past the loading bar.
Tomorrow I plan to reinstall Windows and see if that fixes the problem, however if anyone has any ideas as to what might fix this they are welcome! (Reinstalling windows is a pain :<)

And yes, this is the same Radeon 1950 pro I got just after my other graphics card died not even 3 months ago.

If it turns out to be the card that's the problem, I have to hope to hell that the person who gave me it kept the receipt/invoice, and that it was bought less than 2 years ago.

In other news, I Googled one of the serial numbers on the sticker attached to the box, and it took me to here. Now I just need to check the receipt is still intact.

UPDATE

After removing the suspect (The 1950) the problem persists, I'm pretty sure now that it's a driver issue and not a hardware one, as I can still boot into safemode on the integrated GPU. Although I'm not sure why a driver problem would stop device manager detecting the 1950.

Also, anyone know where you can order compressed air cans online for cheap £££?
