Found out where the recipe for this is sold its in the hillsbrand foothills up in the top left corner right by the wall its limited supply but once we get the recipe it should be quite easy to make for you. All it needs is green dye, heavy leather and thread.

The reason Loki wants this is one of the materials needed to make Green Iron Hauberk. the chest piece that looks like this.
