Damn, I've been caught by a known bug. I have all 4 pages of chapter 2 of the Shredder Operating Manual but I can't combine them because it claims I'm missing a reagent... of the page that I clicked on in the first place!

try putting them all in the same bag...

Tried that. Didn't work for me. Might be because I'm using a bags mod...?

Try removing all of your mods. or just disabling them. then try again. or possibly try puting them all in your bank and then back again. maybe.
