As we all know, the Lich King rules the frozen wastes and the Scourge.
But what we really want to know is; How did Arthas become the Lich King?
Arthas and the Lich King:
The Lich King was once long ago created by Kil'jaeden the Deciever from the spirit of the Orcish Shaman Ner'zhul.
The Lich King was trapped for many years within the Frozen Throne until prince Arthas Menethil freed him by accepting and wielding the dark runeblade known as the Frostmourne.
Upon laying down his hammer and taking hold of the Frostmourne, the Lich King took a hold of Arthas and corrupted him little by little until they became one being with two spirits.
Arthas' lust for vengance made this an easy task for the Lich King.
The Lich King's words spoke to Arthas' darker side, appealing to his anger and using him until there was no good left within him.
The Scourge:
He is the creator of the Scourge and rules over it by using telepathy as he sits upon his Frozen Throne atop the Icecrown Glacier.
Stopping this Greater Evil:
Now all must work together.
Both the Alliance and The Horde must honour the pact and stand united against the terrible being known as The Lich King.
If they should fail, then there is little hope left for the world.
[Added] - The Birth of the Lich King:
When Ner'zhul left the dying world of Draenor, he was immediately captured by Kil'jaeden. The demon was eager to take revenge on the orc, who had turned his back on the Blood Pact he had sworn years earlier. Ner'zhul's spirit was kept alive while his body was slowly torn apart. Entirely at Kil'jaeden's mercy, Ner'zhul agreed to serve the demon once more; exactly as the Deceiver had planned. Ner'zhul's spirit was encased in the Frozen Throne, a mystical block of crystal. Encased in the ice, he felt his consciousness expand ten thousandfold, while being warped by Kil'jaeden's power. The orc that had been Ner'zhul ceased to exist, and the Lich King, a being of unfathomable power, was created.
