Players who prefer to make a one-time payment for unlimited access to the StarCraft II single-player campaign and multiplayer play on Battle.net will have the option to purchase and download an unlimited-access version of the game directly from Blizzard Entertainment at pricing similar to the US price of $59.99USD.
So unless the game is incredibly cheap in the "subscription" format, I don't know why anyone would bother.
EDIT: It is. 299 Pesos is about 23 USD. So I guess if you don't care about multiplayer and will be tired of single player within 6 months, that's an ok option.

These countries are (most likely) considered poorer and 60USD is ALOT of money over there (note: i have no evidence to back that up) - this is a way for Blizzard to charge less for their game while still providing the full game for a limited period (though I'd hardly call 6 months limited). It is not compulsory. It is another pricing option. I would expect there to be an "upgrade to full version" option to be available at some point.

Something that were it available here, I would most likely take advantage of myself (for SC2, anyway). I'm not the biggest fan of RTS games but if I could pay a third/half of the full price of the game but have it for say, 6 months as opposed to paying full price and having it permanantly, this will give me adequate "try before you buy" time without me having to pay full price.

When paired with an appropriately priced upgrade option (something I see no mention of at this time) I think that everyone is a winner here. I get to try the game legally in an entirely unrestricted format for less than paying full price, and if I like it such that I will still be playing it 6 months down the line, I can get the "full" version. If not, the gametime runs out and again I don't care.

If, after 6 months, it turns out that I need to pay full price to get the "unlimited" version of the game, then this is a problem, however.

It doesn't sound like they're offering an upgrade option. You either pay full price and have "unlimited" access, or pay less and then have to "renew" your copy every few months for an undisclosed amount of money.
