Yep, Epic have now released their Unreal Engine 3, FULLY FEATURED, plus the development kit for it, free.

You can get it here: http://udk.com/.

You can make standalone games with this free for noncommercial use, and then from there there are licensing options available for commercial use.

You can check them out on the licensing page on their site, they are pretty good
