Who are 'the boys'?

Thewre has been some talk recently of 'the boys'. I've noticed them on the forums. Just 2 examples:

So I pose the question: Who are the boys? Are they a couple of heavies who 'have words' with trouble makers? Or are they 'moderators' who slap people in the face if they step outta line? Or could it possibly be that they are simply a metaphor? Or do you have another idea...
