I tried and failed to find Ronin's initial responce to this.
Anyway ATC is used during the run-up to ED matches, therefore only worth clogging up your hardrive with if involved with ED.
However, chances are it may be used by squad leaders in the mini-league (especially if that squad involves Bambi or Piac)
