If you look at all 25 year olds with 4 years of experience though (which means they start driving at 21, quite a bit more than the 16 we're discussing), how many will have no claims?

The driver you describe probably drives safely and responsibly (or very little), but that doesn't say anything about the group of 25 yr olds with 4 years of experience as a whole.

I think that there are several problems with this argument. First of all there are going to be vast variations in different countries. for example maybe a small quite place will have better drivers than say a busy large populated place like London. You are also speaking in genaralities. I would be quite offended if someone said to me 16 year olds are not mature enough to drive sensibly on the road, as Carth said. It was only later that you said this is a majority and there are exceptions.

I think the main problem is that its focused on Age and not personal maturity. The problem with basing it on maturity is that as you say people could drive properly with their instructor and then drive insanly on their own. It's quite a hard one to get past but I certainly don't agree that 17 year olds are significantly maturer than 16 year olds, certainly not where I live anyway.

i belive we should leave it like it is, in my country it is 18 and i beliee this is a good age
