On the old system, those of us with a rather high rating could have theoretically banned people from posting on the forums if we gave them enough negative feedback
Only Infractions and direct Mod or Admin intervention could affect ability to post.
Previously, negative Rep could have reduced one's Rep Power to zero and thus rendered Rep hits null (though they'd still show up, just at zero strength). Now, that's not a consideration as everyone, including Mods and Admins, only gives one cookie out at a time and can only give a cookie, not take it away.

Meh I assumed as in the previous system you could have negative score that eventually gave you a unwanted status, which implied you couldn't post. I merely made an assumption on the info in the FAQ that this status was achievable by too many ppl giving you negative rep.
