In terms of TV values of teams - we can set up the teams in a Championship, admin all the first season or two of games to 2-2 draws, then go from the second/third season.

This gives a bit of a random SPP spread due to the MVPs and TDs and ends up with the teams on a controllable and roughly equal TV.

Playing with 1000 TV teams in a short league just means: play dwarves.

Seriously, dwarfs aren't THAT good. I personally don't think the skill edge really makes up for the fact they're so slow...

The skill edge is only as good as the person using it ultimately. The fact that the dwarves are so slow means if you make a tactical slip and get lined up out of position it is all over. Granted if you are patient and keep the tackle well spread you can contain most teams fairly well. I'd ignore my opinion though as I appear to pick noob teams predominantly and entirely accidentally. I picked dwarves because I like dwarves and the amazons because boobs. Both seem to be good low TV teams.
