China only want's it's economy to grow, Russia doesn't have much of an army. It was on the news today the US defense budget is 25 times larger. That doesn't mean the US have a 25 times more powerful army, but still. Anyway, Taffy wins the doomthinking contest. 
Israel was attacked by all arab nations at once when they declared themselves a state in 1948. They won, and have only increased in military strength since.
Also, rolling blackouts, stockpilling, no or little public transport, no private cars, anything made of plastic will become more expensive, few luxury food items due to increase in transport costs? Most powerplants are coal fired or nuclear, i don't know of any oil plants here, it's too expensive already. The other things you mention wouldn't occur until prices increase tenfold, and developing nations will see these problems before the west will. I don't think it's a very likely scenario, even if there would be no oil at all coming from the middle east, minus saudi arabia, kuwait.
