It's possible, for certain. It defaults to that location. It's also really easy to change. Can this wait 'til we're a bit better settled in and review it next weekend?
My reasoning for the delay, despite it being so easy, is twofold: first that everything has just changed so I'd like to keep things mostly the same while people settle in (to save making confusing changes on top of confusing changes) and second because, in a general sense, I'd like to give changes an opportunity to fly before changing them back to more familiar ground -- after all, in a week, you might decide you like it at the bottom. Or you might not.

Scrolling in the shoutbox should only work when your mouse pointer is inside the shoutbox.
