I would say no to fouling with High Elves. Partly because they are expensive players, partly because you need doubles to be guard, and if you roll your only double on a sneaky git you'll be furious with yourself.
Using sneaky git on that aforementioned POMB player is not guaranteed to break armour, and might just lead to him getting blitzed next turn anyway.
The High Elf all need a couple of skills to be at their best, but Sneaky Git early delays those skills further.
Wrestle is great, unless you then roll a double, then you'll wish you took block. That's another reason for taking Wrestle/Block second after dodge, because you have two chances for the double before committing.
