Well, it's both. You do have to wait to book the tickets but by then the offer is over.
I wouldn't worry too much as Virgin train tickets to the midlands are pretty cheap anyway if you get them in advance.

So travel: Train tickets can be got for about £55 it seems via london from southampton.

You can get national express for £36, but it takes like 6 hours.
