Righto, it's part of a long-running series of games, this particular one shares the graphical engine of the game preceeding it as well as the one that followed from it.

If that doesn't get people guessing I'll give another clue, then the image in full.

Is this an Elders Scrolls game?

Nope!

This game is from the late 90's, but the series it is a part of is actually older than the Elder Scrolls.
