by that you mean it's retarded and can't keep the laser in one spot for any length of time and thus useless to people who need it for things like photoshop?I like my mouse having 'always-on' technology to avoid these things

No, I mean it doesn't let the laser time out, and if the mouse hasn't been moved in a certain amount of time, it moves it a pixel each way to keep the sensor active. It's done primarily to prevent lag when sniping etc, where some mice power down the laser when it's kept still for a time - this doesn't. The movement is so quick you wouldn't even notice it, even if you were watching for it.
Funnily enough they didn't make it so it flicks around the screen randomly.

I'm guessing its the same as when a normal cheap optical mouse does its thing where it gets dimmer after you leave it for a few seconds, and it just doesnt do that.
