Edit, well, the online manual says it's all units. Wow. Seems harsh.

I'm currently playing as Alexander and having good fun slaughtering the Songhai with my mechanized infantry while they try and fight back with muskets and pikes, funny thing is that *they* started the fight.

Well, when I was playing as the happy Jappies I didn't seem to be feeling much of the effect on normal units, so it might just be an error in the manual. I hope it isn't ...
On the subject of overpowered, I've been playing a big game vs. AI with the Germans. You end up with a huge army early in the game because of all the barbarian encampments that give you free units, pretty much just stomped the AI and only had to build about 2 units at my cities.

Well, that was only at chieftain difficulty 
but they do sometimes act like simpletons. I think the city-states tend to confuse them a lot; they were all getting angry and shaking fists at me for destroying them. I like the city-states, but there are far too many of them at the default setting which clutters the place up. Same for resources as well. I think on my next game I'll turn the no. of city states and resources down a bit.
That said, I'm still really enjoying the game. Even with about 25 cities and happenings going on all over the place it's a lot easier to keep track of things than it was in Civ IV.

I just played a small game with 3 AI civs and 8 city states on Warlord difficulty and didn't have the slightest modicum of bother. I could hoof it up to the higher difficulties but that doesn't actually make the AI smarter, it just gives them bonuses. This sucks. It means I'll still be dealing with retards, but retards in iron suits.

I'm playing it on Prince, which is the normal difficulty where you don't get any bonuses and neither do the AI, it has been pretty good so far, just my luck that I have two war-like AIs on my continent so I've had to divert resources from research to slaughtering them.
